On 2 November South Korea's Ministry of National Defense held the launch ceremony of the Defense Drone Headquarters at Pocheon, Gyeonggi Province. The Drone Operations Command created in September 2023 is dissolved, and operating concepts, requirements review, military certification of commercial drones and parts standardisation are concentrated in a headquarters directly under the ministry. It is the institutional response that follows Kim Jong Un's 29 October order to prioritise AI in unmanned weapons.

From an operational command to a policy and force-planning headquarters

Vice Minister Lee Doo-hee presided over the ceremony; the headquarters was legally established on 1 November after a Cabinet decision on 13 October and promulgation of the enabling decree on 20 October. According to Korean press reports, it is a policy body rather than an operational unit: it drafts drone operating concepts, joins the Joint Chiefs' requirements reviews to weed out duplicate service programmes, runs rapid tests of advanced technology for the peninsula, and brings civilian technology into the force. Contracting and quality certification stay with the Defense Acquisition Program Administration.

Staffing falls from roughly 280 in the Drone Operations Command to about 100, while the share of field-grade and higher officers rises from about 17% to more than 50%. A major general is slated to lead it; former commander Kim Deuk-bong serves as acting chief. The command's strike missions pass to the Army, Air Force and Marine Corps under integrated command and control by the Joint Chiefs. The reorganisation is therefore both a reduction and the creation of a single control tower for policy and requirements.

A 'second personal weapon' and a target of 20,000 expendable drones

The headquarters' goals are stated in numbers: field the K-LUCAS long-range kamikaze drone before 2030, secure more than 20,000 low-cost expendable drones including short-range reconnaissance and small suicide types by 2030, begin fielding the MUAV medium-altitude reconnaissance drone this year, and train '500,000 drone warriors' with some 60,000 commercial training drones by 2029. Treating drones as a 'second personal weapon' across all units reads as a direct answer to North Korea's unmanned aviation exhibition.

On the supply chain, the ministry plans a military certification scheme for commercial drones modelled on the US Blue UAS list, and intends to cut dependence on Chinese batteries and motors through cooperation with allies. With Taiwan pursuing a '100% non-red' supply chain and the US building its domestic base around NDAA-compliant parts, South Korea has stepped onto the same path via certification. The standards and the review machinery remain to be defined.

The shadow of the martial-law case and institutional legitimacy

The dissolved command came under judicial scrutiny over the October 2024 'Pyongyang drone' operation, alleged to have helped manufacture a pretext for the 3 December martial-law declaration. According to the Seoul Shinmun, first-instance verdicts in June 2026 sentenced former president Yoon Suk-yeol and former defence minister Kim Yong-hyun to 30 years and former commander Kim Yong-dae to a suspended three-year term. Carrying the command's functions into a renamed body of a different character serves to rebuild legitimacy as much as capability.

The ministry's official release and remarks by a headquarters chief could not be confirmed at the time of writing, and most of the targets rest on the headquarters' briefing as relayed by Korean media. On 31 October the ministry acknowledged 'serious' delays in drone and AI adoption; how quickly the new headquarters starts turning requirements reviews and certification will be the measure of South Korea's implementation in the drone race with the North.
