Speaking in Tokyo on 3 November, Defence Minister Koizumi Shinjiro said that advanced technologies including AI are advancing rapidly in the security field and that the Ministry of Defense's July 2024 basic policy on promoting AI use would be reviewed. On 19 October he had told the upper house budget committee that any review must keep human judgment in the loop rather than letting AI decide alone, and at his 20 October press conference he said faster decision-making was changing the 'battle rhythm' and that the review would track the revision of the three security documents due by year-end. Kyodo reports that in the same speech he called it important to create an environment for debate on the three non-nuclear principles.
