On 2 November President Putin signed a decree 'on measures to support the operation of information resources in Russia' requiring owners of private data centres to reserve 10% of their space and capacity for state needs. A special government commission decides when to use it, and with the FSB's consent may authorise use of data centres abroad; the decree cites 'the need to take urgent measures in response to unfriendly actions by certain foreign states' and gives owners ten days to comply. Ukrainian drones struck Yandex, Sber and VK data centres in October, and Russia's digital development ministry has proposed underground data centres with drone defences.
