Sankei reported on 1 November that the semi-public corporation envisaged in the revision of the three security documents will most likely be an independent administrative agency co-founded with the Ministry of Economy, Trade and Industry, chosen for its strength in industrial policy. A defence industrial base strategy is to be drafted by year-end, with a bill in next year's ordinary Diet session and launch within the next fiscal year. Staffing would start at about 300 and grow to 600, covering wartime surge production, expanded transfers including co-production and maintenance with like-minded countries, and new ways of fighting with drones and AI.
