Ukraine's General Staff said on 31 October that overnight on 30–31 October strike drones and the Navy's Neptune coastal missiles hit the Kamensky Combine in Kamensk-Shakhtinsky, Rostov region, causing a fire in the finished-goods warehouse and damage to at least four production workshops. The plant is said to produce solid propellant for Uragan, Smerch and Tornado-S rocket systems, and four supply depots in occupied Donetsk, Zaporizhzhia and Luhansk regions were reportedly struck the same night. The Rostov governor confirmed a night-time air attack without mentioning the plant, and no independent damage assessment is available.
