NHK reported on 31 October that the government will make a "virtuous cycle of defence and the economy" one of the pillars of the three security documents to be revised by year-end, and will establish a new corporation to strengthen production of defence equipment and promote transfers. A new Defence Industrial Base Strategy is to bring together not only defence manufacturers but companies in AI, drones and aerospace, small and medium-sized manufacturers, universities and financial institutions. The report indicates that a corporation floated in reporting since early October is now being written into the documents themselves.

The corporation's remit and the two ministries behind it

The Ministry of Defense and the Ministry of Economy, Trade and Industry are planning the corporation, whose envisaged tasks include promoting research and development, supporting capital investment and investing in start-ups. Kyodo reported on 9 October that it would launch as an incorporated administrative agency on 1 October 2027 with about 300 staff, growing to roughly 600, and the Yomiuri reported on 25 October that the strategy would be drawn up within the year. The 31 October report repositions these plans as a pillar of the three documents; figures such as budget size or an investment envelope could not be confirmed in the text.

The timeline to legislation

The expected sequence is revision of the three documents within the year, a bill in the 2027 ordinary Diet session and establishment of the corporation after enactment. Including transfer promotion in its remit connects to the revised operation of the transfer principles and institutionalises the idea of sustaining the domestic production base through exports. Naming AI and drone companies among the partners points in the same direction as the Acquisition, Technology and Logistics Agency's request for information on a domestic base for cheap, attritable drones (see briefs).

An investment role and the boundary with existing institutions

If the corporation invests in start-ups, questions arise about compatibility with fair procurement and the division of labour with existing policy finance such as the Japan Investment Corporation and the Development Bank of Japan. The industrial-base strategy will set goals for the period after defence-related spending reaches 2 per cent of GDP and decide how far to support small and medium-sized manufacturers in the supply chain. Within the year-end revision schedule, coalition coordination and the funding debate will determine how concrete this pillar becomes.
