Prime Minister Carney announced in Montreal on 29 October an equity investment of up to C$1.6 billion in Cohere, conditional on the company keeping its Canadian incorporation and headquarters, committing at least C$1.7 billion to computing infrastructure in Canada by 2030 and creating at least 1,000 technical jobs. Cohere is reported to be raising a Series E of up to C$7 billion at a valuation of nearly C$36 billion. The national security strategy released the same day states that sovereignty requires secure access to AI, which in turn underpins defence strategy.
