On 28 October the European Commission approved Hungary's revised €5.4bn SAFE loan plan, concluding the first round of the €150bn Security Action for Europe instrument. Nineteen member states applied for €129bn in total (Poland the largest at €43bn), and expressions of interest for the remaining €21bn-plus second round are due by December. SAFE's priorities include ammunition, drone and anti-drone systems, air defence, military mobility and electronic warfare; national plans still require Council approval and signed loan agreements before funds flow.
