The 20th ADMM in Cebu on 28 October adopted five initiatives, including a conference next year on maritime security resilience amid emerging technologies, a 2027 ADMM-Plus conference on CBR threats and a young defence leaders' exchange, together with the Manila Joint Declaration on the ADMM's 20th anniversary. At the ASEAN–US meeting Secretary Hegseth proposed developing a US–ASEAN Framework for Defense Cooperation built on maritime domain awareness, interoperability and naval cooperation, which Singapore, the 2027 chair, said it would support. China's defence ministry announced on 27 October that its defence attaché in Manila would represent it at the ADMM-Plus on the 29th, which Global Times described as the lowest level of attendance since 2010.
