On 27 October the European Commission announced that EUR 2.86 billion was disbursed on 14 October from the defence component of the EUR 90 billion Ukraine Support Loan, to fund drones, air-defence systems, missiles, radars, electronic-warfare systems and ammunition. Of EUR 28.3 billion planned for defence industrial capacity in 2026, EUR 12.54 billion remains, and the Commission says further disbursements will follow in the coming weeks. President von der Leyen said Russia is stalling on the front lines while escalating aerial attacks.
