# The politics of a chip-diversion probe and the next stage of unmanned procurement

Counter-intelligence reporting around Nvidia, EU and German drone procurement, and an assessment of North Korea's AI use, read at the level of institutions and fielding.

## Today’s key points

The thread running through the day is that an investigation into diverted AI chips has become a political question at the intersection of counter-intelligence and trade policy, while unmanned-systems procurement in Europe and the United States moved to the concrete stages of calls for applications, qualification and first deployment. An assessment of North Korea's AI use shows attackers' automation still operating under human direction.

The New York Times reported that US intelligence concluded a Megaspeed executive close to Nvidia's CEO was a Chinese intelligence asset and that President Trump was briefed about a year ago. Nvidia replied that the interactions were 'not unusual or unexpected'; the Commerce Department's investigation has been handed to the Justice Department.

The European Commission opened a second SAFE round for the remaining €21.3 billion, naming air defence, drones, counter-drone systems and ammunition as priorities. German Defence Minister Pistorius said at Helsing that technical qualification of loitering munitions will be complete within weeks, and the US Navy's medium unmanned surface vessel began its first operational deployment.

Microsoft rated AI adoption by eight North Korean threat groups on a four-stage scale and placed three at the 'operationalized' stage. China's Ministry of National Defense confirmed a restructuring of military academies and criticised Japan's mass production of unmanned equipment. A Ukrainian unit said an AI-navigated ground robot ran a 20 km supply route 93% autonomously.

## Main developments

### Commission opens a second SAFE round for the remaining €21.3bn, prioritising drones and counter-drone systems and encouraging joint procurement with Ukraine

On 29 October the European Commission opened a second round of the €150 billion SAFE defence-loan instrument, inviting all 27 member states to apply for the €21.3 billion left unused. The stated priorities are air and missile defence, drones and counter-drone systems, and ammunition and missiles, and the Commission encourages member states to build joint procurement with Ukrainian companies into their plans. On 28 October it had approved Hungary's €5.4 billion plan, completing approval of all 19 first-round plans.

#### The remaining €21.3bn and four priority areas

The unspent funds arose because Italy, Hungary and France borrowed less than initially expected. For the second round the Commission is again opening the door to every member state, including Germany and the Netherlands, which stayed out of the first round, and says it will communicate tentative allocations within two weeks of submission. One European outlet reports a deadline of 13 November; the wire agencies give no date, so the deadline rests on a single source.

Single-country procurement, permitted in the first round, closed in May, so second-round loans are limited to cross-border joint procurement. With drones and counter-drone systems written in as priorities alongside air defence and ammunition, the eastern-flank surveillance and drone-defence concepts the Commission has promoted since September now enter the stage of being built into the allocation criteria of a lending instrument.

#### The channel for joint procurement with Ukraine and its limits

Commissioner Kubilius wrote to governments urging them to include joint projects with Ukrainian companies in their national plans, and President von der Leyen had said in her September State of the Union address that the remaining SAFE funds would go to a programme of joint projects with Ukrainian firms. The second round is therefore the first institutional channel connecting Ukraine's drone industry to Europe's procurement system.

At the same time, SAFE loans cannot legally be passed directly to Ukraine, so the instrument does not close the roughly €70 billion gap in Kyiv's budget. An EU official said 'there is no guarantee' that Ukrainian companies will be included, so the substance will be decided by how far each member state writes Ukrainian firms into its plan.

#### Where the first round stands

In the first round all 19 national plans were approved, 16 loan agreements have been signed and about €13.5 billion in pre-financing has been disbursed to 11 states. Poland is the largest borrower at €43.73 billion, 89% of it earmarked for domestic procurement. Hungary, under Prime Minister Péter Magyar, cut its request from €16.4 billion to €5.4 billion and won approval on 28 October, with Council approval and a loan agreement still to come. Ireland has signalled interest in the second round.

#### What to watch next

The application deadline (reported as 13 November) and which states submit plans. Whether joint procurement projects include Ukrainian companies. The Commission's tentative allocations.

### Microsoft rates AI adoption across eight North Korean threat groups on a four-stage scale, placing three at 'operationalized' while judging operations still human-directed

On 29 October Microsoft Threat Intelligence published a report rating the maturity of AI use by eight North Korean threat groups on a four-stage scale of emerging, expanding, accelerating and operationalized. It places Jade Sleet, Coral Sleet and Jasper Sleet at the operationalized stage and Diamond, Onyx, Pearl and Sapphire Sleet at the accelerating stage, and rates overall adoption as high. It concludes at the same time that 'AI-enabled operations remain human-directed and have not become fully autonomous'.

#### Uses from fake recruitment to mass-produced lures

The uses the report lists include reconnaissance and bespoke lures, fabricated personas and resumes (Jasper Sleet), interview-themed social engineering (Sapphire, Jade and Coral Sleet) and malware development in AI-assisted coding environments (Jade, Coral, Pearl and Sapphire Sleet). More than 100 PDF lure files attributed to Onyx Sleet were created in rapid bursts in August and September 2026, with the pace of document production offered as an indicator of AI use.

Jade Sleet ran job-themed targeting through three front companies in a single week, 8–12 June 2026, and Sapphire Sleet likely used AI in the August compromise of Rust software. Coral Sleet has been trojanizing private GitHub repositories since April, and Emerald Sleet is flagged as a possible user of synthetic voice and video.

#### Arrival at agentic penetration-testing tools

The notable passage is that Onyx Sleet and Pearl Sleet began using the open-source agentic penetration-testing framework ARTEX in late October 2026. Microsoft's 21 October report described ARTEX in a supply-chain compromise by the China-linked Storm-0940, and TrendAI's 27 October report found it in attack infrastructure aimed at Japan. The same agentic tool spreading across state actors within weeks has therefore now been shown independently by several observers.

#### What the 'human-directed' verdict covers

Microsoft assesses that AI is increasing the speed and efficiency of attacks while humans still direct operations and no fully autonomous attack has occurred. The verdict gives a baseline for the current stage of attacker automation against which defenders' early access to frontier models and pilots of autonomous response can be measured. The recommendations combine conventional controls, including vulnerability management, EDR block mode, attack-surface-reduction rules, vetting of staffing firms and blocking the device-code flow, with visibility into AI agents.

#### What to watch next

Further observations of state actors using ARTEX. Microsoft's next AI-threat report and whether US and South Korean measures on North Korean IT workers absorb these findings.

### NYT: US intelligence concluded a Megaspeed executive close to Nvidia's CEO was a Chinese asset; Trump briefed about a year ago, Commerce probe passed to DOJ

The New York Times reported on 29 October that US intelligence agencies concluded Alice Huang, a Chinese national and senior executive at the Singapore data-centre company Megaspeed, was a Chinese intelligence asset who had developed a close relationship with Nvidia chief executive Jensen Huang. President Trump was reportedly briefed about a year ago and took no action, and Nvidia's CEO received no defensive briefing. Nvidia replied that the interactions were 'not unusual or unexpected', and the Chinese embassy called the report 'groundless smears'.

#### A finding sourced to anonymous officials, and the administration's choice

The report rests on anonymous officials and classified intelligence; it says surveillance tracked the relationship between Ms Huang and Nvidia's CEO, who were photographed together in Taipei in June 2024 and May 2025. As the reason no action followed the presidential briefing, the paper points to reluctance to disrupt Nvidia's China sales and trade negotiations. The substance of the intelligence finding, which agencies ran the surveillance and what information was passed had received no independent confirmation from other outlets as of 29 October.

#### $4.8bn in purchases and a hand-off from Commerce to Justice

According to trade records, Megaspeed's Malaysian sister company bought at least $4.8 billion of Nvidia-based equipment between June 2024 and February 2026, sourcing through the US arm of Inspur, whose parent is blacklisted, and renting compute to Chinese firms including Alibaba. The Commerce Department's investigation began in late 2024 after an official found Nvidia hardware still boxed at the company's Malaysian data centre, and was handed to the Justice Department this year. Singapore questioned and released Ms Huang in 2025, and no charges have been reported.

In an October 2025 letter Senator Tom Cotton described Megaspeed as a spin-off of a Chinese state-owned enterprise and asked Commerce to investigate more than $4.6 billion in Nvidia purchases. The new report layers a counter-intelligence dimension onto a known diversion case, and sits within the enforcement effort around South-East Asian transit hubs, where Malaysian customs continue to seize servers carrying advanced AI chips.

#### Nvidia's rebuttal and the congressional response

Nvidia spokesman John Rizzo said Jensen Huang's interactions with Ms Huang were 'not unusual or unexpected' and that regional cloud customers receive no information relevant to national security; the company told another outlet that 'the diversion allegations against this regional cloud were thoroughly investigated and debunked last year'. Megaspeed said it had retained outside counsel and was cooperating with the US government, while the White House, CIA and NSA declined to comment. Senator Elizabeth Warren said 'Huang and NVIDIA's board owe Congress answers' and called for passage of bipartisan chip-export legislation.

#### What to watch next

Progress of the Justice Department probe and any charges. Letters from the Senate Commerce and Banking committees. Effects on chip-export policy toward China and on rules for offshore data centres.

### China's MND confirms a restructuring of military academies as a new Unmanned Intelligence Engineering College is raised, and calls Japan's mass production of unmanned equipment 'neo-militarism'

At the monthly press conference on 29 October, Ministry of National Defense spokesman Senior Colonel Zhang Xiaogang, asked about new colleges including an Unmanned Intelligence Engineering College at the Army Engineering University, confirmed that the Central Military Commission has adjusted the academic and specialty layout of military academies, establishing and reorganising internal colleges and renaming NCO schools. At the same briefing he criticised Japan for pursuing mass production of unmanned equipment and munitions stockpiling under the banner of transforming its way of fighting, and explained China's attaché-level attendance at the ADMM-Plus by saying a Philippine politician had 'imposed obstacles' to its participation.

#### Institutionalising training for unmanned and intelligent operations

The reporter's question named three new colleges, the Unmanned Intelligence Engineering College of the Army Engineering University, an Operational Support NCO College and a Discipline Inspection and Political-Legal College of the National Defense University; the spokesman's answer repeated none of the names, describing the change as a layout adjustment for 'high-quality development' and 'new-type professional military talent'. Reports in early October said the unmanned-intelligence college received its unit flag on 30 September and consolidates programmes on operational data and intelligent decision-making and on command and control of unmanned operations. The official confirmation thus establishes that training for unmanned and intelligent operations has been written into the structure of officer education.

#### Criticism of Japan's mass production of unmanned equipment

On Japan, the spokesman said Tokyo plans a public campaign to justify transforming its operational methods, including mass production of unmanned equipment and stockpiling of munitions, and labelled this 'neo-militarism'. He also referred to the US–Japan exercises and deployments to Yonaguni and cited Japan's own figure of 442 scrambles, 285 of them against Chinese aircraft. With the Japanese government preparing to make large-scale drone acquisition a pillar of this year's revision of the three security documents, Beijing's decision to single out unmanned production marks an axis of the coming dispute.

#### Attaché-level attendance at the ADMM-Plus, and the Zhuhai airshow

China was represented at the ADMM-Plus by its defence attaché in Manila, Senior Captain Yang Lei, the lowest level of representation since the forum began in 2010 according to the Global Times. The spokesman did not name the 'politician' he accused, and Philippine Defence Secretary Teodoro replied that ASEAN itself should decide how China is heard. Defence Minister Dong Jun's absence coincided with the Party's Central Committee plenum. The spokesman also announced that events for the Air Force's 77th anniversary on 11 November will be linked to the 16th Zhuhai Airshow, with drone light shows in Zhuhai and Changchun, and deflected a question on the KJ-3000 early-warning aircraft to 'official Zhuhai information'.

#### What to watch next

The 11 November Air Force anniversary events and displays of drone swarms and intelligent systems at Zhuhai. Beijing's reaction to the text of Japan's revised security documents.

### Pistorius, at Helsing, says technical qualification of the Bundeswehr's loitering munitions is 'a few weeks' away, with the Lithuania-based brigade to receive them from 2027

German Defence Minister Boris Pistorius visited Helsing's Munich headquarters on 29 October and said technical qualification of the Bundeswehr's planned loitering munitions is 'shortly before completion' and will take 'a few weeks'. The warhead is under test, and Panzerbrigade 45 in Lithuania is to receive the systems from 2027 through a newly formed drone regiment. The ministry set out a policy of buying from several suppliers at once to avoid dependence on a single vendor and keep pace with innovation cycles.

#### The final stage of qualification and the fielding timeline

The Bundestag budget committee approved the loitering-munition purchase on 25 February 2026; the first order to Helsing and Stark was reported at about €540 million within a framework capped at €2 billion, after the ministry had sought €4.3 billion, and each call-off requires committee approval. The minister's remarks bring completion of technical qualification into view roughly eight months after that approval and set 2027 as the official start of fielding. Still unpublished are the quantities, unit prices, the exact qualification date and whether Helsing's HX-2 and Stark's Virtus will pass at the same time.

#### Parallel procurement from several suppliers

Pistorius said 'we are not waiting for companies to present weapon systems to us in glossy brochures' and added that 'we are learning from Ukraine; that is the core of our strategic partnership'. According to the ministry, buying from several companies at once is meant both to avoid supply disruption and to adapt the procurement system to the short, software-driven innovation cycles of drones. The loitering-munition purchase therefore serves as a test of moving away from the single prime-contractor model.

#### The Valkyrie combat drone and Patriot production

The same day the minister viewed the U740 Valkyrie uncrewed combat aircraft developed by Kratos and Airbus at the Airbus site in Manching; the aircraft made its first European flight around 12 October and the two companies have cooperated since July 2025, with NATO expecting such aircraft around 2035. At MBDA in Schrobenhausen he reviewed progress on the Patriot interceptor production plant and plans for hypersonics and deep precision strike to 2029.

#### What to watch next

The announcement that qualification is complete and the size of the first order. The next call-off submitted to the Bundestag budget committee. The timing of the drone regiment's formation.

### US Navy's medium unmanned surface vessel makes its first operational deployment as the Vice Chief says he is 'not satisfied' with readiness to receive them; 30-boat buy delivers from FY2027

A US Navy medium unmanned surface vessel (MUSV) has deployed to the Pacific with the USS Theodore Roosevelt carrier strike group, the platform's first operational deployment, Military Times reported on 29 October. The Navy operates four MUSVs as former test beds, selected three companies in September to build 30 more and expects the first formal delivery by the end of fiscal 2027. Vice Chief of Naval Operations Admiral James Kilby said he is 'not satisfied' with the service's readiness to receive unmanned systems and asked for help with force development and employment planning.

#### From test bed to part of a strike group

Navy Secretary Hung Cao confirmed the deployment on 16 October and called the MUSV a 'force multiplier'. Its stated roles are intelligence, surveillance and reconnaissance, carriage of modular weapons and persistent forward presence. The programme was restructured about six months ago and tied to the 'Golden Fleet' concept. The first operational deployment marks the move from accumulating experience on test craft to folding the vessels into fleet organisation and certification procedures. The 30-vessel build by the three companies selected in September is the first production stage in which operating experience from the four test craft feeds into design requirements.

#### The Vice Chief's testimony on readiness to receive

Testifying to the National Commission on the Future of the Navy on 8 October, Admiral Kilby said MUSV deployments could become part of ship certification exercises, that the Navy holds man, train and equip responsibilities for unmanned systems, and that he was not satisfied with its readiness to receive them. He asked for help with force development, employment and a sustainable plan, signalling that the institutions for operating and sustaining the craft lag behind their procurement.

#### A tactics-development centre modelled on TOPGUN

The Navy has established a Robotic and Autonomous Systems Warfighting Development Center at Joint Expeditionary Base Little Creek–Fort Story, modelled on the TOPGUN fighter-pilot school, to develop tactics and train personnel for unmanned systems. With a centre for people and doctrine now in place alongside the 30-vessel build, the question is whether the operating institutions can be ready by the start of deliveries in fiscal 2027. The centre is positioned as the hub for unmanned-systems tactics development, and the scale and timing of its training output will shape how far the plan is realised.

#### What to watch next

First delivery under the 30-vessel programme (by end of FY2027) and progress at the three builders. The report of the National Commission on the Future of the Navy. Incorporation of MUSVs into ship certification exercises.

### Ukrainian unmanned-systems regiment says an AI-navigated ground robot ran a 20 km supply route 93% autonomously, citing reduced dependence on Starlink links

The 21st 'Lava' Unmanned Systems Regiment of the National Guard's 2nd 'Khartiia' Corps announced on 28 October that an unmanned ground vehicle completed a 20 km supply run and back, driving 93% of the route fully autonomously. The navigation software comes from the US–German firm Apex.AI and matches camera imagery against a 3D map built beforehand by a lidar-equipped scout vehicle. The battalion commander cited the communications constraints caused by the Starlink speed cap as the motive for pressing on-board autonomy.

#### The claim of 93% autonomy over a 20 km route

According to the regiment, the vehicle delivered its cargo and returned to the start point, with the operator taking manual control only on a 1.4 km stretch where the terrain exceeded the pre-built map. Photographs suggest the vehicle is a DevDroid Droid TW 12.7, though the text does not say so. The claim rests on the regiment's social-media post and press-office relays, with no independent confirmation or external video analysis found, so it is rated C3; the 'first of its kind' claim cannot be verified either.

#### Navigation by lidar map and on-board perception

The procedure has a scout UGV scan the route with lidar to build a 3D model; the mission vehicle then matches its camera feed against the map, identifies road edges and obstacles and makes its own manoeuvre decisions. The operator edits the route and sets speeds per segment, and Apex.AI's on-board software runs on ROS 2-derived middleware certified to automotive functional-safety standards. Battalion commander Andrii Kopach said 'the operator stops being a driver and becomes a dispatcher', setting as goals one dispatcher supervising several vehicles and, as the next stage, casualty evacuation.

#### Autonomy pushed by the Starlink constraint

Kopach pointed to the 14–24 October period when Starshield terminal speeds were capped and interceptor-drone operations against jet-powered drones suffered, stressing the need to reduce dependence on a continuous control link. On-board navigation is said to need no radio link while driving, so the vehicle keeps moving even if the monitoring link is jammed by electronic warfare; how manual intervention works once the link is lost is left unexplained. The autonomy of logistics UGVs thus appears as a front-line response to the structural vulnerability of relying on a private satellite constellation.

#### What to watch next

Any announced evacuation mission by the regiment and external footage. Whether Ukraine's Ministry of Defence UGV procurement reflects the approach. A US explanation of the cause of the Starshield restriction.

## Briefs

### Container ship hit by three naval drones off Bulgaria sinks; Bulgaria, Romania and Türkiye launch a Black Sea coordination mechanism

Bulgaria's Maritime Administration said on 29 October that the Liberian-flagged container ship CONTSHIP JET (Haifa to Constanța, all 18 crew rescued), struck the previous day about 21 nautical miles off Cape Kaliakra inside Bulgaria's EEZ by 'three naval drones' in the words of Defence Minister Dimitar Stoyanov, had sunk, with some 20 of its 421 containers lost overboard and posing a navigation hazard. Navy commander Rear Admiral Kiril Mihaylov said the origin of the drones could not be determined, and the defence ministers of Bulgaria, Romania and Türkiye announced in a joint statement a Black Sea coordination mechanism built on regular consultations, intelligence sharing, maritime surveillance and early warning. It was the fifth attack in the area this month; Russia's Ministry of Defence claimed to have struck 'a cargo vessel used by the Ukrainian military' in the Black Sea the same night, and no link between the two has been established.

The 13th ASEAN Defence Ministers' Meeting-Plus closed in Cebu on 29 October after adopting a Joint Statement on Youth, Peace and Security, handing the 2027 chair to Singapore. Defence Minister Koizumi explained Japan's revision of its three security documents this year and the goal of 'a capability to block an invasion of Japan', and agreed with Australian Defence Minister Marles to continue consultations toward a Self-Defense Forces missile firing at an Australian test range. At the 28 October meeting of the Australian, Japanese, Philippine and US ministers, closer defence-policy coordination was confirmed, and the US and the Philippines announced an 'Alliance Command and Control Modernization Sprint' and an increase, of undisclosed size, in security-cooperation funds.

### Japan's Personal Information Protection Commission tallies some 260 million records leaked through unauthorised access since April, as a breached email-delivery vendor hits multiple companies

A tally by the Personal Information Protection Commission, reported on 29 October, puts personal data leaked through unauthorised access since April 2026 at roughly 260 million records. The same day, a breach at the corporate email-delivery provider Ymirlink led Life Card to disclose a possible leak of about 339,000 customer records and the Asahi Shimbun more than 70,000, while the email-delivery firm Arara reported some 3.01 million registered addresses exposed, continuing a pattern in which compromised vendors spread damage across many companies. The government plans to compile its emergency package of measures against cyber attacks around next week.

### Evaluator Irregular reports that Z.AI's open-weight GLM-5.3 completed multi-stage cyberattacks end to end and refused no attack task, Reuters reports

According to a Reuters report of 28 October, the AI-security evaluator Irregular tested Z.AI's open-weight GLM-5.3, released in August, across 13 multi-stage attack scenarios; in three it at least once gained access to a secured service, pivoted through the network and took control of multiple devices, and it refused no attack task. The report also cites Anthropic's September vulnerability-exploitation tests, in which GLM-5.3 scored 12% against 14% for Anthropic's access-restricted model, and NIST's CAISI rating it the strongest released open-weight model for cyber tasks, about four months behind the US frontier; the concern centres on diffusion through open weights.

### Russian jet-powered drone strikes a Dnipro railway platform, killing 14; Ukraine's air force says three of four were shot down

Around 11:00 on 29 October, Ukrainian air defences shot down three of four jet-powered drones Russia launched toward Dnipropetrovsk Oblast, and the fourth struck a platform at Dnipro station where trains were standing, killing 14 and wounding 14, according to Ukrzaliznytsia and the regional governor. The previous night the air force reported downing or suppressing 97 of 112 drones, 40 of them jet-powered, so daytime precision strikes by jet drones and a leak rate of 20–30% continue. The drone type has not been officially identified.

### Russia's MoD claims a record 1,214 Ukrainian drones intercepted overnight; Moscow's mayor counts 613 aimed at the capital, and the Bashkir Soda plant is hit

Russia's Ministry of Defence claimed on 29 October to have intercepted a record 1,214 Ukrainian drones overnight, and Moscow mayor Sergei Sobyanin said 613 were launched toward the capital region with 231 destroyed on the approaches to the city. The mayor of Sterlitamak in Bashkortostan acknowledged minor debris damage at an industrial site, which the independent outlet Astra identified as the Bashkir Soda Company, Russia's only producer of a precursor for aramid body-armour fibre. The interception figures are Russian claims that cannot be independently verified, while the scale of the raid and the Sterlitamak damage are consistent across sources.

### INDOPACOM's chief AI officer says many Pacific partners are not using frontier models, with differing LLM policies complicating interoperability

At AFCEA TechNet Indo-Pacific in Honolulu (26–29 October), INDOPACOM chief AI officer Scott Brunstetter said many Pacific partners are not using frontier models and some are building smaller national capabilities, and asked industry to help the command understand partner capabilities. Brigadier Chris Alder of the Australian Army, vice director for intelligence, said allies' differing national approaches to LLMs complicate interoperability, and US Army Pacific commander General Ronald Clark called stopgap funding the biggest obstacle to new starts including experimentation and mission-partner-network efforts.

### AP: orbits of Russian reconnaissance satellites matched all 40 Houthi and Iraqi-militia strikes on Saudi Arabia, with officials saying Iranian advisers relay the targeting data

The Associated Press reported on 27 October that the orbits of 72 Russian government and military reconnaissance satellites tracked by the Geneva-based firm AURORAH passed over the target areas before and after all 40 Houthi and Iraqi-militia missile and drone attacks on Saudi Arabia between 1 July and 19 October. Three officials, including a Saudi official and a senior Houthi figure, said Iranian advisers analyse Russian satellite intelligence and pass it to allied groups, and Saudi Deputy Foreign Minister Rayed Krimly pointed to intelligence from 'elements in Russia and China, including commercial ones', but no direct evidence of the transfer has been presented.
